How does the phone know to use WiFi over cell tower? If I am at home does it always select WiFi? If I am at a place that has WiFi does it select the WiFi over cell tower? How do these two work if both are on or activated?

Google your location int your cell phone tower, it does pick out a certian one and connects automatically. Had to do this with my "Brand new clone" of my moto z2, when I got it in the dotage of this duration of specturms, in the winter . I had to use google and as it picks up on the cell tower.
the way mine seems to work... it uses tower first. If the tower signal fails.. it will use wifi. Airplane mode is the only way to force it to use wif for calls or text i I believe.
The phone will always give WiFi priority over mobile data except if you turn on the setting in settings>networks>WiFi>[menu]>advanced WiFi>switch to mobile data. This setting will make your phone switch to mobile data from WiFi when the WiFi signal gets weak.
