Yeah. That's the shell you deleted. Only slightly important for all sorts of things.
Surely you made a full backup before deciding to delete system apps? Restore from that.
If not, you have to get to the root forum here for your phone, get a copy of it and copy it over and set the execution permissions.
Or reflash your stock rom. Or whatever rom you're on.
And then take this as really good, really friendly advice - stay out of /system/bin (the bin means binaries, as in system binaries) until you know exactly what you're doing there.
Honestly, you can delete stuff that will pretty much brick your phone - you got off lucky so far.
