WiFi tether vs. hot spot?

Is it the same? I'm thinking wifi tether is only one computer and hot spot is up to 5. Will root give hot spot or just tether?
 
Tethering is connecting your phone to your PC with the USB cable and using the phone as a modem. WiFi hotspot turns your phone into an access point. The upside is you don't need a cable and you can connect multiple devices. The downside is its slower.
