WiFi turning on and Mobile Data button missing on Galaxy SIII after 4.3 update

I have noticed that everytime I restart my phone or power it back on the WiFi is automatically turned on. This didn't do this prior to the 4.3 update. Is anyone else seeing this and is there a setting to stop this?? Also there is no longer a mobile data button in the notification panel at the top. What happened to it??

I found an app that adds a toggle icon for mobile data that works on the S3. I don't like that they took away the button with the update and was getting tired of going into settings to switch it on and off.

WiFi turning on by itself is probably thanks to the Connections Optimizer, a Sprint concoction and major pain for anyone who likes to be in charge of their own phone. Look under Connections > More Networks > Mobile Networks and uncheck the box for Connections Optimizer. When activated, it searches for open WiFi in order to minimize network data usage.
