Will not Smart View connect to my windows 10,laptop

Dear Reader,

I have windows 10 and have the connections app visible and on and the 'smart view' on on my phone but they cannot find each other.

Is there solution? a good alternative? Via a direct WiFi connection? Bluetooth? I don't have internet while I'm working in rural areas but, as big as the note is, I want a larger screen to look at. Yeah, I'm greedy.

Don't know what 'smart view' is, and searching doesn't show much conclusive, apart from maybe Samsung? Is that what you've got there, a Samsung smart-TV?

No, it's a laptop. Smart View is in the dropdown menu up top. I thought it was the standard way to cast to /screen mirror onto any kind of device
