Will someone explain Linaro toolchain?

The article mentions both Cyanogen and AOSP. Is this something that will be incorporated into Android OS or just custom ROMS?

I'm currently using CM7, but sort of looking at other ROM, how to install, benefits of, etc.

This seems to be adding a joker to the deck. How will it affect ROMS in the future?
