Help Windows 7 will not recognize Android phone via Bluetooth.

I'm using a Moto G, Verizon XT1028, and I'm trying to get Win 7 and a 2008 Dell inspiron notebook Bluetooth adapter to sync to the phone, but Windows doesn't find the BT driver.

The BT adapter has the correct drivers and is seeing the device XT1028 Phone; however Windows fails to find drivers for Bluetooth peripheral device?
I am running Service Pack 1 without updates so it may be Windows update will fix this problem but, if not what drivers do I need for it to recognize an Android phone?

Also, this is a 2008 model laptop so it probably uses Bluetooth 2.0. Would there be any physical incompatibilities between that an 4.0?
I had this working on Linux out of the box before I put a hard drive in it, but the Linux drivers didn't really work right either.
