I don't know that device, but in any case the is almost certainly "no".
There's a lot of work needed to port a phone OS from one device to another, even say the Android ROM from one model to a different Android phone. Then it's a lot more work when the device was not built to support the OS in question. So it's very unusual to find ports of different OSes between devices.
Moreover, Windows Phone is closed source, which makes it much more difficult to port than Android, which is open source. So while there have been a few examples of porting Android to devices designed for other OSes, porting Windows Phone to a different device is much more of a challenge. From memory I'm not aware of it having been done for any device.
