Wireless hotspot to monitor

I have Verizon wireless hotspot on my pay as you go plan. What is the simplest way to pair, mirror or tether hotspot to an hp from 2009. Not attached to anything else.

You turn the hotspot on, set a SSID and password, set the HP to use that hotspot the same way as any other WiFi hotspot or router. That's it.
