without phone service

is there anywhere that I can use a phone - NOT a tablet - with internet (3g or 4g) service and wi-fi only. without having a phone contract?
Where can I purchase such a device?
The closest I found is an add-on device that Virgin Mobile makes for the iTouch. It is a "case" that snaps onto the back of the iTouch that allows up to 500mb per month at $20.00
any other suggestions?
