Good morning, mnm222. Welcome to Android Forums.

In the Google Play Store you'll find various language packs, including several Chinese versions as well as Arabic/Farsi, etc. Some are free, but others cost a little bit of money.

As far as a ROM prepared in Chinese, I would have to do some searching for you. I'll do that and post here again as soon as I find something.
