how can i get my lg ms690 to power on past boot screen?

It's hard to fix this without knowing more about the problem: when did it start, whether anything happened before this (software update, phone dropped, you tried rooting it, etc), whether it has ever got wet...? If you could post again with more information, either here or in the main forum (registration required for that) we may be able to give a better answer.
In the absence of further information all I can suggest is to try removing the battery for a couple of minutes (to completely clear the RAM), then see whether it will boot. If not, try doing a factory reset: the second post of this thread has instructions for how to do this. If the problem is corrupt data a factory reset will fix it, but if it's corrupt system software (e.g. a failed system update) or physical damage (fall, moisture) then it won't.
If it's corrupt system software you could fix that by reinstalling the system software. That requires someone who knows the handset to advise, so if it comes to that the best bet would be to register so that you can post the question in our main Optimus M forum.
