Write my own Trust Agent?

Smart Lock is unreliable so I am thinking I will write my own Trust Agent.
Is that possible or will the OS prevent me from doing that?

I tried searching Google and Android Developers with no luck.

I am a reasonably competent Java programmer so I am sure I can figure out the code
if I can find the right documentation.

It looks like I need to extend this class:
TrustAgentService.java

There is a comment in the code which says:

Trust agents may only be provided by the platform.

Does that mean I can't write my own?
