It cant with a micro sd card. It only goes one way at a time.
And you need to explain yourself more. What exactly are you trying to do? Is the phone connected to the PC or are you trying to do this on the phone? Why do you need to read and write at the same time?
There are some PC & Unix applications I know of which will grab a snapshot of a file that is already open for editing. M$ Office applications do this. Don't know about Android.
I have only ever heard of one application - Intergraph - which allowed multiple users access to the exactly same file. One user would see changes immediately as they were made by another. I think most system designers now see that as a bad approach.
Some applications like Textpad keep a watch on the original file and will notify you if it has changed and give the option to update your local copy.
