I can create subfolders on my s10+, however copying files to such subfolders is not being allowed. Thus, the ability to create subfolders serves almost no value.
If you're able to create a subfolder you obviously are doing so inside a folder that has the necessary 'permissions' setting for that folder, so yeah this should also allow you to copy/move/edit files involving that subfolder.
But how are you going about doing all these file/folder tasks? Is this happening when using a file manager app on your S10 Plus? Or indirectly while your phone is connected to something like a Windows PC? If a file manager app, which one and is this involving the internal storage or a microSD card? If you're doing this indirectly over a USB cable and using something like Windows Explorer on a Win PC or Finder on OS X/MacOS than don't forget that neither Windows nor OS X/MacOS use the same file system that your phone is using (ext4). Things like file/folder permissions and file metadata are iffy, half-measures when it involves interactions between different platforms.
