Wrong name appears when calling out

We recently purchased a Samsung Galaxy S8 phone for a member of our organisation, which also has a new mobile number assigned to it. When they make a call to another Android device, someone else's name appears on the receipients display, who I'm assuming had the number previously!

I have called our network provider and they have no idea how this is possible and have suggested changing the number. As the member of staff in question is our site manager, he has already given his number out to contacts and would prefer not to do this if possible.

Has anybody else had any similar issues to this and/or have any ideas how to fix it?

No, basically the contract used to belong to our old site manager. We wanted him to have a different number, so we requested it be changed. They did this without swapping the SIM.

The old site manager didn't have this issue, so I'm assuming the new number is recycled and used to belong to someone called 'Danny'. Unfortunately the carrier is saying it's nothing to do with them.
 
What displays on the phone when you have an incoming call is taken directly from your contacts by caller ID. If there are no matching contacts for the number, the number itself is displayed. If caller ID is disabled for the number, then "unknown number" is shown, but I have seen some contact managers that will display any contact with no number.

I've had a similar dilemma with shared work contacts. We have about 36 staff members with unique direct land line numbers, plus their cell number, but we also included the company toll-free number and the general switchboard number. If anybody from work calls out through the company phone system, even when using their private DID number it displays as the main switchboard and therefore displays the first name in the favorites contact list, rather than who is actually calling.

The carrier is correct, they don't store "names", only pass along the caller ID. The identification as "Danny" is coming from your contacts.
 
Sorry for the late response. The name 'Danny' isn't listed in the contacts of the phone (it's also a brand new device) and this happens when we call phones that we have never contacted before and the issue only seems to occur when we contact another Samsung device. It's as if the number has been stored on a database somewhere and is being pulled whenever a Samsung device is called.

I have heard of Smart-Call by Samsung (although this is disabled on the phone itself). Does anyone know if this could possibly be the culprit and if so, what is the process of removing a number from their database? I'm thinking that the mobile number was recycled and by coincidence the previous owner had a Samsung device.
