Not sure about all the info as there is not much provided. But if the time is always wrong by the same +-hours I would double check that the time zone is correct in the date/time settings. I've seen similar problems if this is not correct. Normally I leave my phone set to automatically update the date/time, this allows for it to automatically correct date/time and time zone as I travel based on info from the towers I'm connecting to.
