Try restarting it, or even resetting it, and if that doesn't rectify it, could be an actual hardware problem that requires Samsung service. Is it under warranty?

Is it always the same person? Who's your carrier? Do you have decent signals where you are calling from? Does it happen all the time or only sporadically?
Have you ever modified your phone?
It could be a hardware issue, but if so I would think it would get worse over time.
