My wife was using a ZTE Avail 2 (AT&T) with her previous phone carrier, but we switched plans and now we both have Alcatec One Touch Evolve (T-Mobile walmart mobile)

Welp, turns out she likes her old phone more. Is there any way to "unlock" (not sure if that is right term) her old Avail 2 and just swap the sim card from the new Alcatec one touch so she can have her current T-Mobile plan with the old AT&T phone?

You'll have to ask your previous carrier to unlock her phone, then you should be able to use it on T-Mobile if its supported.
