Instagram doesn't offer all of their app features on other platforms. For instance, you can't see direct messages on the desktop website and until now you couldn't upload from the mobile web page. This seems to be changing though as Instagram wants to "help people have a fuller experience on Instagram no matter what device or network they are on."
