"you don't have any devices!

When I try to download something I get the message "you don't have any devices". as such I cannot download any apps on my S4

Is your S4 stock, or have you rooted? Have you changed the ROM? ;)

Drastic measure (if not rooted) is to do a factory data reset ("hard reset") then input your normally used Google/Gmail address to identify with the Play Store.
