YouTube Mini Window - Multi-task

Somerimes in YouTube I can swipe down the video into a picture in picture type deal that allows me to exit the app and do other stuff while the mini window stays on top. Other times a swipe down just moves the video to the bottom of the app screen (with a play button n couple other buttons), but won't continue to play when I exit the YT app.

Is there a setting so it always goes to picture in picture mode?
