We'd Love to help but your description sounds like a bootloop...
Question time..
Did you try rooting it or otherwise alter the stock firmware?
did it recently have an update?
what happened leading up to the device being in this state?
have you tried a factory reset yet?
we will need more details to properly assist you in trouble shooting the device.
