ZTE Maxx Pro will only charge to 70%

So if I charge the phone while it's turned off it will go all the way to 100%. Now when I turn the phone on it will say 70%, so I will charge it from 70%t to 100% but if I turn the phone off and right back on it will say 70%

I tried all that calibrated stuff but the phone still will be at 70% while the meter says 100%

Ive had issues where mine will show its at 100% one minute and drop to 0% the next

Ive only had the phone since June, my fiance had it for a while prior to that
