2) Yes. I know this phone sucks and is prone to issues, but I got it for free so I can't complain.
3) No. I'm not rooted.
4) Yes. I've tried turning it off and back on. That actually doesn't seem to fix stuff as often as people believe...
OK, now for the details. So when I first got the phone I changed the wallpaper to a picture of Gengar from Pokemon ('cause I'm a nerd) but now I wanna change it to a picture of my girlfriend. Here's the issue: when I go to change it, it has me crop the image and it doesn't change. I seriously had about 20 copies of the same picture from trying to do it over and over, never getting any results. (wait, isn't that the definition of insanity?) Anyway, I found a post for this on another site, but with no answers for a year. Someone please help. This should be something so simple yet I'm getting so frustrated!
