Do you have wireless internet (Wi-Fi) at home? If so, this could be very simple or involve a lot of steps.

Go into your phone's settings as follows:

Settings>Wireless & Networks>Wi-Fi Settings

If your network is broadcasting its SSID (name), you should see it in the list of networks on that page. Just touch it and it will ask you for your password and type of security. If you have no security on your network, you're an idiot, but you can just touch it to access the net.

Once you've logged into a network, your phone will remember the settings for next time.

If you don't see your network, you can add it.

If your router isn't broadcasting your SSID, you'll need to know what the SSID is. You can get it from your router (assuming you have the password for your router settings). Then you'll need your network's method of security (anything less than WPA2 is asking for trouble), and the password to access the network (both also available from the router).

If you have a very secure wireless network, you may have enabled MAC identification where you only allow devices with certain MAC addresses into the network. You can get the phone's MAC address under settings>about phone>status. With that address, go into your router's settings and add that address to the list of permitted addresses.

Those are the most common issues. If you've done all of that correctly, you should see your network in the list of those available and log onto it. From that point you're on the internet and it's all between you and Skype.

Use the home WiFi connection to use it.

The post above has a lot information about it if you get stuck, but it should be pretty simple to connect to the home connection.

In the UK we can do it via 3G and for some reason its not allowed in the US.

Dark Seas is right about the setup, but you need to check your phone's OS. When I was investigating Android, the info from Skype said you need 2.1(eclair). You can only use it on wifi. Skype and Verizon have an agreement for full usage, I think.
On my Nokia C6, it would work (not very well) on 2G, then over to wifi. I got the app for Nokia from an independent app site. Ovi didn't want you to have it.
