e-learning training on an Android

Looking for any insight. We offer online training, mainly Flash based, but because the courses are offered up by an LMS we need more than one pop-up window. Without getting to technical when you launch a course from an LMS one popup window is use to run the API that communicates student status, e.g. any bookmarks. The second pop-up is actually the course. We are happy to finally see Flash but are now stuck by the one pop-up window limit.
 
If I was a user, I would prefer a separate Android application for that. Flash is not available for many low-end Android phones, so that product wouldn't reach everyone.

I agree but unfortunately this is an existing industry whose typical user is at a computer or laptop. Using smart phones etc. is something customers would like to do but they can't afford the cost to create a smart phone friendly version of the training.
