Every country has their own Google Market (kind of....every country that has a google office) Are you able to access the Google Market?
That is THE app store where all the apps are.
If you don't have access to the app store, make sure you are logged into the Market using your gmail account and if there is nothing in the store, then the phone might not know where you are located.

Just try and download a free app and see if it downloads and installs properly.
