I am wondering if PdaNet 3.5 requires a tethering plan on verizon.... I really want to try this out but need to know so that I dont get billed... I also got fox fi which is free tethering or hot spot. Is this legit too?

The Verizon TOS state that if you want to have a WIRELESS teather, then you need to pay for it.
They will allow you to do a USB teather without cost, and it is already available on your phone. Plus, if you do a USB teather using 4G they say they will not throttle your bandwith if yiu have unlimited data.
The applications you mention will probably work, but they are not allowed per your contract with Verizon.
