Root Android with a Red Exclamation mark

When trying to Boot Up (Volume Up and hold with Power) All I ever get is the Android with a Red Exclamation mark,
Am I doing something wrong?
 
Are you rooted? Sounds like you don't have a custom recovery installed. Through ROM Manager, flash Clockwork Recovery and you should be good to go.
 
To boot in to recovery
Press and hold volume down & power.
In a few seconds you see a few lines of tiny text at the top left of the screen.
First let go of the power button, then press volume up.
At that point it should boot in to recovery.

I did so, and after that release the v + load something and the next image is lying robot with exclamation mark above.
 
Retry loading CWM through rom manager it worked out for me.....but one question i have is...how do you know the bootloader is locked or unlocked?

I rooted my device and installed cwm but i dont know if it's unlocked...i never agreed to a eula like it said in a different thread.
any ideas?
