Yep.
open the TSF shell apk in your computer with winrar
most probably you will see a lib folder
Copy the libs your SD card .
Copy the libs to /systen/lib and give them permission 755
Then copy the apk to the /system/app
Then soft reboot phone .Hey presto .It's a system app.
It will still consume 40 MB memory and ask info about your underpants or the lack of ...
