Why is this? They announced they were upgrading the top 20% of cell sites (those with the heaviest usage) to 3G.

Although I have yet to see a 3G icon anywhere in the Boston area, including some neighborhoods that would be considered dense (East Boston) as well as along the Massachusetts Turnpike.
 
I might add that the 1X data has been spotty all day today. Most of the time, no connection.
