Mate, I think you should go get a new Android, and not mess with the Settings if you don't know what you're doing. But, try taking it to a Repair Shop, see if they can fix it. I recommend Geek Squad from Best Buy.

can you rephrase what exactly you mean to say? cause a factory reset will boot you back into the android system...

you also need to inform what rom you are using.
