How do I upload my songs to my google play and.

As you can probably tell I am a newbie.. How do I upload all my songs to google play so I can access them on the 7 and play through my bluetooth Bose speaker?

I hope I am safe in assuming that this is done from my desktop computer?
 
I have the music manager on my PC. What I can't figure out is how to sync up my playlists on my phone to my Nexus7. Music Manager is not showing them, so I somehow need to force my phone lists to music manager.

Any ideas?

Playlists on Play Music should automatically sync with your Play Music account. If I add a song to a playlist on my phone (or create a playlist) it automatically syncs with my N7, my Xoom, and my web player. Are you sync settings set correctly?
 
the music player on my phone is not showing any menu item about sync. Where do I check settings?
