Help Error when trying to purchase app

I am trying to purchase the widgetlocker lockscreen app for $2.99 and everytime I try to download it, I get an error message saying "Error rtrieving information from server. [DF-BPA-21]" How can I fix this?

Have you tried clearing the cache and data associated with the Play app, that has been known to sort.

It also appears as though turning WiFi off and on works too so you might want to give that a go?
 
To add to that, now it's not asking me to pay for it anymore, there is only the install button and when I click that a new error comes up saying "WidgetLocker Lockscreen" could not be downloaded due to an error.(403)"
 
I've had a search around and apparently clearing the Google service framework data might also fix it.

Failing that, you might have to go for a factory reset :(

Did that as well before and it only messed up my phone not letting google play or maps work, then I had to restart the phone and they worked though. With the factory reset, it's just like restoring an iPhone?
 
Yeah, it wipes your apps, settings & data. Your apps will redownload when you link your phone back to your Gmail account, you'll just lose all associated data (game saves) etc.

Are your contacts backed up to your Google account?
 
Factory reset didn't do anything but instead of billing to ATT&T account, I just put a card on it and that worked so I should be good to go now. Though even though I went to my gmail account on my phone and backed up my contacts they didn't back up to the gmail account. Luckily I still have them on my address book on my mac.
