Help Voice doesn't wake up S3

Hi,

Voice commands work once the phone has been woken up but not before.

"Wake up Galaxy" doesn't wake up the phone, even though the phone checked my pronunciation x3

I've checked the settings and turned off "vibration".

I just read a review that states that the phone can't be woken up until you've already woken it up manually.

Why every Samsung Galaxy S3 review has missed the point about S-Voice | Electricpig

Any help with this would be much appreciated.

I'd rather use voice than a mechanical button which can deteriorate over time.

The screen has to be on for it to work, making it useless for drivers who don't want to touch the phone whilst driving

It wakes up the phone from the lock screen rather than when the screen is off.
