Is there a way that I can install a stock vanilla rom on
my one v? Would any of these roms have a working camera app? Would there be any limitations?

Its going to be different for every phone, so I can't help you with specific bugs, but there should be an aosp ROM for your device

If by "vanilla" you mean a striped down , bloat removed then you might want to check out harmony 3.0 by Leslieann over at VMroms.com.

Vanilla typically refers to aosp ROMs, but if op could let us know what he meant that would clear that up for us

By vanilla I meant that sense would be removed and the only thing left would be stock android. I think the Motorola Triumph came in vanilla instead of motoblur

This is not true, half of the japanese android phones run aosp. I believe a couple lg phones do too

The Triumph didn't have Motoblur. It was basically vanilla(2.2) with carrier bloat.

I think jmz has been doing some work on a CM9 ROM for the vm cdma version and Lloir has one for the gsm version. Those are probably your best bet.
