Will show a list of running processes and running services in order of battery drain?

Some things that are running are no big deal, some things are big drains... I know using stock, you can sort by CPU usage, so would it be fair to figure this would, in turn, be the biggest batt hog?

you don't need one. the battery info you seek is all there in settings\battery info\battery use. biggest guzzlers by far are screen and os. i believe when you actually start doing stuff like using an app it's the SCREEN.

on my maxx it's the os and phone related stuff like standby and the os. on my nex7 it's the screen with a whopping 84%

This may depend on your OS version. In 2.3.5 you rarely see any useful amount of detail.
