Help Razr Maxx keeps rebooting

Hello,
I bought a used Razr Maxx last night to replace my Thunderbolt. Before buying it I verified the ESN was good but failed to take it down to VW. Today I go to VW to get a new sim card (the maxx has a different one than the TB) and while trying to activate it the phone kept rebooting.
Where should I start with this thing? I've done several Factory Resets. I appreciate the help very much.

you never booted it up before you bought it?

did you just go in the VZW store and get a sim and then tried to get it working at home? or did you try to do all of that in store?
 
I verified the ESN was good when i bought it. The phone booted up fine. I went to the store the next day to get a SIM. We tried to activate then and we noticed the reboot.
 
If you're willing you may could just try rooting it so that you can put a stock image back on it. Do you know if the person you bought it from ever had it rooted before?

I don't know but that's my next step. I can find out how to root but where do i find the stock image?
