Help not all apps work for all users

I am trying to figure out why some apps don't work for other users on my nexus 7. I have 4.2.1 and two user accounts. The first account set up on it is for everyone and is also the owner account. I have my separate user account set up. Both have their own gmail accounts.
Lookout works for the owner but not on my account. It will install but wont run. The same thing happens with 9 innings baseball 2013. It also runs for the owner account but will only install on mine and won't run. I can't figure put what is going on. What am I missing?
 
I think this may be an issue with the multiple accounts addition to google. I believe the idea is that for the most part, you need to buy/install separately for individual accounts. It may be because they think each person that uses the device needs to pay for the apps like they were using their own devices.
Chime in if you have a different idea, someone.

I have installed it for each account and used a different google play account each time. I even tried installing it on my account using the google play account for the "owner". I wonder why it is just some apps? So far it is just Lookout and 9 Innings Baseball (by com2us).

I had seen the information at the link provided. That is still an option, I just haven't decided if I want to go that route yet.
