Can someone translate this city ordinance wording for me?

That's a good point, but I think the days of pet shops with the owner living upstairs are numbered if not over. Besides, wouldn't zoning ordinances cover stuff like that?

I didn't think it referred to that old model.

The last bit made the point that this applied to occupied dwellings, hence, not pet stores.

And I can't tell if this is trying to be a pet or zoning ordinance.
 
I think I'm also getting to the point of tiredness where by brain's not going to help me any more on this topic. No more deep thinking tonight! ;)

you'll end up on a page with three ordinances regarding cats, including the one I put in my OP. Reading the third one, "KENNEL PERMIT," adds to my confusion. I still have no clue if my six hypothetical indoor house cats are legal or not. And I share EarlyMon's confusion as to whether these are supposed to be zoning ordinances or pet ordinances.

I saw that episode with the rat guy. That was insane! Those rats totally destroyed his house. He had rats climbing all over him, even while he was sleeping, and had names for a lot of the rats. He was so upset when they took those hundreds of rats away. The human mind is a fascinating thing.
 
If you have a cat, you have a cat house. I used to answer the phone that way. ACB cat house - madam xxy speaking. It stopped a few phone solicitors when the solicitors were live.
 
Perhaps something is wrong in my brain, but it seemed very clear to me the first time I read it. If you live in a residential neighborhood (i.e. humans live within 250 ft of you) then you can't have more than 3 adult cats. They make the 4 month rule in case one of your cats has kittens. You'd have more than 3 cats at that point.

MoodyBlues, can someone at animal control help sort out how they deal with those collective laws? Not the same as legal advice, but it seems like a good thing to get an idea on what their enforcement standards are, at least as a good start.

If your "friend" wouldn't get in trouble for being reported under the circumstances, then you may have little to worry about.

I think the short meaning is in residential neighborhoods (suburban or city) 3 cats are pets, more and it's a kennel or a breeder. Anything greater than 3 cats requires a permit subject to inspections.

If city ordinances are enforced like they are around these parts, then a complaint would have to be filed for anybody to even bat an eyelash about your HYPOTHETICAL cat kennel. My guess is they wouldn't give a rodent's rear end as long as there weren't any complaints.
 
So here are the three ordinances in question -

4142. - LOCATION RESTRICTED.

No person shall house, maintain or keep more than three (3) cats over the age of four (4) months in any place in the City within two hundred fifty (250) feet of any dwelling in use or occupied by human beings other than a dwelling in use or occupied by the owner of such cats.

4142.1. - PERMIT REQUIRED.

No person shall carry on the business of housing, maintaining or keeping cats for breeding purposes or for the purpose of medical treatment of cats, or caring for cats for hire, without first obtaining a permit from the Council, pursuant to Article VI of Chapter 2 of this Code, to keep or maintain a kennel. The Council shall have the right to grant or refuse such permit in its discretion, provided that if the Council shall grant such permit the Council may prescribe such conditions as it may deem necessary or advisable to prevent such business becoming a nuisance.

You cannot breed, run a medical treatment facility ,or run a kitty day care without first obtaining a permit if it is within 250 feet o...

I don't read that at all. The exception for your personal residence excludes your residence from the 250 ft limit. Otherwise, cats would be illegal in the city as one's personal residence is obviously within 250 ft of the cat. You can't have 500 cats in your house and as long as they're all inside, it's all fine and good.

you are right! I just re read it...yup ..it absolutely means you can not have more than 3 cats..

except in the instances stated as requiring a permit...

I'd still keep the kitty's anyway...seriously how would they even find out? and if they did....and try to strong arm you....um...they just made the biggest mistake of their lives!!!!right??:) seriously

How do you get a business permit when there's no business?

but honestly if it were me...I really wouldn't worry about it if I had 6 hypothetical cats! I wouldn't add anymore though...
