Can I purchase a SGS4 on New York's Metro PCS Website and activate in for use in Detroit, MI via *228?

They aren't available in Detroit.

I don't think so. Right now Metro's GSM service isn't supported in Michigan. You could use it on t-mobiles service.

According the the MetroPCS coverage map they have service throughout the Detroit area:

Thats the wrong coverage map. You need to look at the GSM coverage map. This is the one you need on same page. new 4G coverage for selected devices.

The new 4G coverage for selected devices map also says the entire Detroit area has 4G LTE from MetroPCS. This is what I see:

bnb25 is completely incorrect. Detroit has been BYOD and GSM for over a month now. I've had my GSM BYOD S4 on Metro for a month. My buddy put in a different zip code for access to the Metro S4 on their site and ordered it for MI just fine. His phone has been active and just fine...for over a month.

Makes no sence that they would have BYOD set up but yet now selling the GSM phones for Michigan. But that's T-mobile for you.
