My phone has too many bugs after upgrading to Andriod 4.3 If I factory restart my phone, will it return to the previous version?

Unfortunately not.. Downgrading is not a simple process and reports of bricking abound if it isn't done correctly.. All a "factory reset" will do is wipe your apps and data but leave the same OS Version on it. That having been said, I'd probably try a factory reset first and see if it helps before I would try a downgrade..

A factory reset is always recommened after any OTA update. It will not change your OS back to 4.1.2
