"Hey Google" option on Moto X

Can someone tell me if the speak option that wakes up the Moto X is only on the phone or is it part of the OS? Just wondering if other phones have or will have this option.
 
Both, there is a low powered chip that "listenes" for the command and activates the necessary portions of the OS to respond. Theoretically, it cound (and may have already) be implemented on any device, but the power consumption of having the phone listen for the command all the time would be prohibitive. If other phones come with the same / similar low power core it could easily be implemented.
 
I don't think it's part of AOSP, no. I believe that this is custom to the Motorola X and Droids.

KitKat adds the ability for the google search app to hear spoken keywords, but only while the display is on and the phone is on a home screen (or the search app.) On the Motorolas, you can speak the phrase at anytime the phone is on (display powered off or while running another app) and it will respond.
 
It's a combination of what Unforgiven and doogald said. The Moto X has a low-power core that listens for the "magic phrase", that then activates the Touchless Control app that is only available on certain Motorola phones (it's an app BY Motorola)
 
It's the functionality that cause me to side line my g2 and Note 3. This is a feature not gimmick that is oh so useful. A must have feature for me from now on

Yes, I just got my phone Monday and activated this feature yesterday. But I think it is going to be very, very useful.
