OK, I will try to get on later to revise and this little step-by-step and make it pretty thorough, but if anyone is wondering about this and isn't worried about hard-bricking their device playing around with these programs like I wasn't, everything needed to fix this fun little bootloop is in my story. ;)

I was given one these LG VS410PP phones in this bootloop on the chance that I could fix it... So I searched and came up with the LG KDZ Offline fix combined with the VS410PP R03.cab software upgrade. I ran this at least 10 times to no avail, same bootloop every time. I had pretty much given up hope and stumbled across a walkthrough and software for the LG Flash Tool, so I used the UpTestEX_mod2_marwin from the KDZ Offline Update to extravt the KDZ file, and it spits out a .wdb, a .wdh, and a .dll file. I then used RevSkills to extraxt the .wdb to have the .TOT file for the phone. The trick with Revskills is that it will tell you that it can't find the Inf_WebDnld.dll(I think that's the file name, it's whatever RevSkills says :))
so rename the LGUP_410PP.dll to that, run the extract wdb again, and there the TOT file is. You can also snag the TOT and .dll from the KDZ Offline update while its running from the Program Data folder created by the LG Mobile Update software...

I then fed these (the TOT and .dll) into the LG Flash Tool, set it up as the walk through said, started it, it failed within 30 seconds, and on reboot, the boot-loop was gone...fixed!!

Things to note - Make sure you have the LG VZW United Drivers installed and operational...the phone in this loop will show up as USB Composite, LG AndroidNet Serial Port (must be set to port 41 for LG Flash Tool), and LG AndroidNet Modem.

To put this phone into Download/Emergency mode, unplug it, take the battery out, hold down BOTH Volume Up and Volume Down while plugging it in. Usually I put my battery in at this point, but it doesn't really seem to matter.

Sorry it's not linked etc. but if you search for the utilities etc. that I mentioned here, it should be a breeze to fix this one. Like I said, will try to update soon.

anyone got a simple way to figure out what the previous post said? Seriously, if you expect someone to be able to use the information, you should make it useable. I spent two hours trying to find downloads for the necessary files and gave up. Thanks for telling us how you did it, but reference to source files is really what most of are asking for help with.

I bricked my lg vs415pp and ive tried everything that i found on the internet but i cant seen to find an answer to fix it. Please help

Idk what you're up to now Erik but your super cryptic message was a lifesaver. I extracted the .TOT and the .dll from the .wdb using some other software as RevSkills has been nuked from the internet for about 10 years now but the file was able to be extracted using new command line tool anyway. To anyone reading this in the future, the only software that you'll need for this process is the offline LG Flasher and Verizon unified drivers, which I've included in the linked zip that I've compiled based off of Erik's description. I'm not sure if linking these files violates some copyright law, but it'll save someone from a world of confusion.

Download for all the relevant files (.dll, .TOT, installers, etc.): https://drive.google.com/file/d/1CZOzjHW4uwNdx9tE7E_gzX4sS6yvRDz4/view?usp=sharing

Also this is the tutorial for the LG Flash tool which he's referencing, it's very short and straightforward:
