You don't, you run an app that uses it. If you just want to know where you are, Maps will show you a map with your current position indicated. If you want to see your latitude and longitude, GPS Status (free in Play) will show you that and more.

If you're asking how to enable GPS, you can put it on the Notification pulldown, or go to Settings/Connections/Location services/Use GPS satellites. (Turn that on and the GPS receiver is on. You won't see anything on the screen, though, unless you're running an app that's using it.)
 
It seems KitKiat got rid of old GPS icon in notification pull down bar on G2 and S5 doesn't have it either. There is only location icon in it.

Tapping the location icon in notification bar will turn on location service in high accuracy mode (GPS, WiFi/mobile data for location). Tapping it again will turn off location service entirely. There is also battery saver mode that uses only WiFi, mobile data for location. But there is no easy toggle for that and it can be done only in the location setting menu.

This is correct. What I have done is downloaded and use the google experience launcher, then you can use voice commands (Ok google) then enable GPS and it will automatically open location settings for you. That is the easiest way I have found to do it. Otherwise what Sandroidfan said is correct.
