Unable to relocate items on screen

According to the documentation, to move an item on the screen to a new location, all I have to do is tap and hold before moving it to where I want it. However, when I do that, the icon goes straight back to where it was. Also, a message appears to say tap Edit to reposition, but there is no Edit to tap.

I'm running Android 4.2.2 and the S5 model no is SM-G900I.

Not tap and hold, but press it and keep it pressed until it changes (you'll see a change). Then you should see a little menu with Edit being one of the items.

No little menu pops up, just a Remove bin above the diminished screen area.

Press and hold. The screen will appear to be smaller and that little trash bin shows up.

But what you want to do is move the icon.
Continue to hold it down and slide it over one of the '+' signs on the same screen, or you can slide it sideways to another screen of your choice.

On this forum, I cannot find a way to do that.

On my forum with the same software, yes. You click on EDIT, then click on ADVANCED and there you can delete the complete post.

But, the vBulletin software is very customizable and it depends on how the forum owners set it up.

I think you locked your desktop, check for the Lock Desktop function and try to unlock it?

No, that was one of the first things I checked. It's possibly my provider's mods to KitKat. Anyway, I installed Nova Launcher and life is sweet again.
