I can't do ANYTHING here, this thing keeps popping up... I haven't done anything else to my phone other than install the new ROM we got, not that I'm blaming that, but still... it's pretty annoying when this happens..

No luck with that, or any of those D: I need someone's backup from their phone T.T I'm not sure why this had to happen to meee...
I'm sorry to be a gravedigger here but I am utterly dumbfounded and exhausted from trying to figure the same thing out as OP. I have run so many different utilities to attempt to reflash this thing and it all boils down to Windows not recognizing the device even exists when plugged in. I installed drivers every way that has been suggested, from generic ones to, of course, Google's usb drivers. It showed once in Device manager and immediately disappeared once I noticed it. Now it doesn't show any devices even being plugged in to any port on the computer. Mainly, I have used WUG's. Now, after trying the simplest thing I didn't even think of, (factory wipe from Clockworkmod recovery menu) it is bricked and is just sitting at the "Google" splash screen with a lock image at the bottom. I attempted similar processes from my Ubuntu machine as well, thinking that Windows was the hinderance. No dice!
I am BEYOND frustrated and wondering if I have ANY options other than trashing it because my warranty is out...
EDIT: oops! I also forgot to mention I am on a Nexus 7, 2013 wifi. I believe I was on Kit Kat at the time.
Okay, so.. Keyguard is your lock screen. Its forceclosing for some unknown reason. I've had this happen to me for several different reasons, anytime I factory reset in cwm for example. Are you folks telling me you never made a nandroid backup?
Then you'll have to push the stock lgkeyguard.apk(/system/priv-app) and lock screen settings.apk(/system/app) via adb.
I cannot provide you with mine as I have heavily modified it and it only supports insecure lockscreens.
Your solution? Get into fastboot and flash recovery for your device and find a compatible ROM to flash.You can't get it to recognize because when you factory reset it, it turned USB debugging off.
Literally, your only hope is reaching fastboot.

What do I do to access these? I cannot get it to recognize that it is being plugged in via usb to be able to access it with fastboot, etc.
Yeah I figured it was going to be my only option now and I guess I am completely screwed because it won't recognize it...I don't quite understand. I just tried to make sure that the usb was working and apparently it is. I got into bootloader mode and powered it off completely, plugged in the usb and it cuts it on and charges. It still doesn't show in device manager. Bootloader shows in red text "fastboot mode" and at the bottom says "unlocked". Also, when looking through drivers with USBdeview from WUG's tools, I see NOTHING regarding Google, Android, etc, etc, even though they've been installed multiple times with different methods to be sure.....Any clues?
