Help Google won't work- flash a rom?

okay google blocked my phone(a while ago) from google play and other apps on my phone because i had it rooted with freedom installed so it blocked my phone from making purchases and signing into their apps all together. i tried doing a factory reset and numerous youtube guides but no luck. if i were to flash a rom on my phone(like cyanogenmod) would it fix the problem? i have a galaxy s4 active with kitkat
 
Anything is possible and there's a lot I don't know but this is the first I've heard of Google blocking a phone over the rom.
Do you have a link to the rom dev's thread, here or XDA? I'm not familiar with freedom.

I was recently (three weeks ago) and to my surprise blocked from Google Play because of a weird glitch with my carrier. Something on their side blacklisted me - they had no idea how it happened, the first level tech said my account screen showed fine but they took the ticket and found their bug several hours later. Have you had carrier issues lately?

If you have a custom recovery installed, you can make a nandroid backup and flash a new rom, no problem.

Your phone id won't change though.

Btw - I've been rooted for years, I'll be surprised if it's that.

hey same guy i made an account
freedom is a root app that let you make in-app purchases using a fake credit card and i updated my phone while it was rooted(im an idiot) so that's probably why google blocked me. i havent had any other issues with my phone besides being blocked from google apps
