HTC One M9 or Galaxy Note 4? (AT&T)

Hey guys,

I may have posted something similar to this post before but I need your suggestions and opinions. If I posted this in the wrong section I am sorry, I don't really have experience with forums. I'm planning to end my Verizon contract when it expires in September... I rather look into phones now than waiting until the last minute. So, I am switching to AT&T when my Verizon contract ends since they offer the best coverage in the rural area I live in. I am aware that AT&T locks bootloaders and restricts everything you do. I know the Galaxy Note 4 has a locked bootloader and no root (at the moment). I really like the Note 4 because of the display and the S-Pen. But I was also researching that the HTC One M9 comes with a locked bootloader but you can apparently unlock it and gain root. I would like to have an Android device that has the ability to flash custom ROMS and have root. Suggestions? Thank you for reading.

I want to get an Android smartphone that can be rooted and can be flashed with custom ROMS (on AT&T Network). As far as I know, the HTC One M9 bootloader can be unlocked and rooted and flashed... As with the AT&T Galaxy Note 4 is restricted and cannot do much.
